Scotland's response to the recommendations of the Birchard Inquiry Report, the Protecting Vulnerable Groups Scheme (PVG Scheme) has been delayed. The report recommended that a registration system is put in place for all those who work with children and vulnerable adults in the UK.
The PVG Scheme was due to go live in Scotland on 30 November 2010 but the Scottish Government has announced that the PVG Scheme has now been delayed until February 2011. The delay of the PVG Scheme has been blamed on IT facilities and it is thought that an IT system which will support the Scheme will be put into place by early 2011.
The similar scheme in England and Wales, the Vetting and Barring scheme, has also been put on hold with no definite implementation date. It was announced in June 2010 that the scheme in England and Wales was halted and it is to be subject to a thorough review with recommendations expected in early 2011.
