Development Planning

The planning system in Scotland is a ‘plan-led’ system. Strategic and Local Development Plans outline planning policies for the areas to which they relate. The National Planning Framework also sets out the Scottish Government’s policies in relation to key national developments such as major infrastructure projects.

A planning application must be decided in accordance with the plan unless material considerations indicate otherwise.  The content of the Strategic and Local Development Plans is therefore of the utmost importance to those who wish to undertake development.  These plans are kept under review and Morton Fraser is frequently instructed to advise clients on how best to make representations – which may end up being considered at a Development Plan Review – to secure the land allocation which best suits their needs.
